PROGRAM DESCRIPTIONS

Queen Esther Foster Care and Adoption Ministry
Queen Esther Foster Care and Adoption Ministry is a faith-based partnership with the Department of Children and Families (DCF). Phillips serves as one of the lead congregations in this effort to recruit foster care and adoptive families through Hartford churches.

Twelve Step Ministry
The Twelve Step Ministry is a faith-based recovery group open to members of Phillips and the Greater Hartford community. This group meets on Tuesdays at 6pm.

North Star Center for Human Development
North Star's mission and charitable purposes are as follows: the provision of moderate/low income housing to the elderly, disabled and low income persons, including those with special needs, and the development of economic/job opportunities.

  • One of North Star's largest projects is the Phillips Metropolitan Apartments in honor of Ida B. Wells , a 40-unit low income elderly apartment complex, on the border of Hartford's Northeast and Blue Hills neighborhoods.
  • North Star also provides job training via funding from the EPA. Those interested complete an eight-week training class and then are assisted with job placement and career development.
